Toyota is pushing the European Union to count some gasoline-powered cars as zero-emission. Not because their tailpipes stop producing CO2, but because of what fuels them. The automaker calls its proposal a request for "partnership and pragmatism."
The category is called VEEF, short for vehicles running exclusively on eligible renewable fuels. It would give qualifying combustion cars the same regulatory status as battery electrics, provided they never burn anything else.
Renewable-Fuel Cars Could Receive Zero-Emission Status

Toyota's plan would apply only to vehicles designed and built to run exclusively on approved renewable fuels, including those derived from organic waste, biomass residues, or synthetic e-fuels. A regular gasoline car filling up at any pump would not qualify.
Timing is crucial, as current EU rules require a 100 percent cut in fleet CO2 emissions for new cars and vans starting in 2035, which in practice ends sales of pure combustion models. The European Commission has now put forward a formal legislative plan for a softer option, a 90 percent reduction that lets automakers use qualifying fuels or low-carbon steel to offset part of their remaining emissions.
Toyota focuses on one core point: cars that always use eligible renewable fuel should count as zero-emission. That hinges on shifting from tailpipe-only limits to full life-cycle carbon accounting, where fuel made from waste or captured carbon can offset what comes out of the exhaust.
One draft of the plan reportedly covers a five-year period from 2028 through 2032, though the final terms are still open. The company has made this case before about keeping gas cars in a decarbonizing market, and VEEF extends that argument into the rulebook.
Toyota's Spanish Pilot Tests 100% Renewable Gasoline

Toyota isn't making this case on paper alone. A pilot program in Spain, running from July 2026 and scheduled to last six months, puts the idea to a real-world test with about 20 vehicles from Toyota, BMW, and Mini.
Every car in the trial runs exclusively on Repsol's 100 percent renewable Nexa 95 gasoline. The companies describe it as compatible with existing engines and fueling infrastructure without any mechanical changes. Bosch supplies the verification layer through its Digital Fuel Twin system, which cross-checks vehicle and fuel-card data to confirm that each car never touches conventional gasoline during the test period.

Regulators would have to rely on that digital verification layer. Proving that millions of cars always run on the approved fuel is far harder than tracking a small fleet in a controlled pilot. Toyota knows the EU will want proof the system can't be gamed before it rewrites any rule.
As of October 19, the trial was still running, and Toyota had not released results. Changing how a vehicle counts on a compliance sheet won't stop it from emitting CO2 at the tailpipe. Toyota has floated other paths around strict EV timelines too, including concerns raised by its own chairman about forcing the market in one direction too fast.
